Project Coordination Team (PCT)
Creation of the Project Coordination Team (PCT) is called for in Water Storage Agreement signed on October 9, 2014, between the Department of the Army represented by the U.S. Army Corps of Engineers, Omaha District, and the Colorado Department of Natural Resources.
The following description of the PCT is taken from Article VII of the Water Storage Agreement:
Article VII-Project Coordination Team
In order to provide senior management oversight of the implementation of the non-Federal work, the CDNR and the Government, not later than 30 calendar days after the effective date of this Agreement, shall appoint named representatives to a Project Coordination Team, which shall include representatives of the Water Providers. Thereafter, the Project Coordination Team shall meet regularly until end of the period of construction. The District Engineer shall chair the Coordination Team. The Government’s Project Manager, the CDNR’s Project Manager, and one representative of the Water Providers shall serve as co-secretaries. The Government has the final authority on acceptance or rejection of the Project Coordination Team’s recommendations.

Fish, Wildlife and Recreation Mitigation Plan
The Fish, Wildlife and Recreation Mitigation Plan identifies actions Chatfield Reservoir Reallocation Project participants will implement to mitigate unavoidable adverse impacts the project will have on fish, wildlife, and recreation. The plan was approved unanimously by the Colorado Parks and Wildlife Commission January 9, 2014, and by the Colorado Water Conservation Board January 28, 2014.
The plan addresses impacts in-reservoir along with upstream and downstream impacts. The in-reservoir impacts are addressed through an operations plan, fluctuation zone mitigation, water quality adaptive management and an environmental pool. The upstream and downstream impacts are addressed through habitat restoration and flow control measures.
Chatfield Reservoir Reallocation Approved
ASA Civil Works issues ROD, approves Chatfield Reservoir Reallocation Project FR/EIS
The U. S. Army Corps of Engineers, Omaha District, announced on June 4, 2014, the following:
OMAHA, Neb. – The Assistant Secretary of the Army for Civil Works, Jo-Ellen Darcy, approved the Chatfield Reservoir, Colorado, Storage Reallocation Project in a Record of Decision (ROD) sent to the Omaha District on May 29.
In the accompanying memo, Darcy said, “The proposed reallocation project alternative is technically sound, environmentally acceptable and economically justified.”
